What is ZEFA?
“As iron sharpens iron, so one person sharpens another” (Prov. 27:17). Through the Zion Evangelical Fellowship of Africa (ZEFA), ZEMA encourages churches and leaders to sharpen one another to walk in truth and grow God’s kingdom.

Zion churches range from highly syncretistic to solidly Christian. ZEFA unites member churches who share a strong Christian doctrine and wish to fellowship and support one another. The organization is lead by an executive council of primarily African pastors elected at ZEFA’s annual conference. ZEFA also creates the opportunity for ZEMA to build stronger relationships with the Zion churches. For instance, ZEFA member churches are encouraged to complete the This We Believe Bible Correspondence Course, and are encouraged to have at least one leader who has graduated from ZEBS.

Brief History of ZEFA

In addition, regular conferences and training seminars encourage these churches to hold fast to the truth.

ZEMA seeks the development of a godly culture in the African church, encouraging Africans to recognize the strengths of their culture and reject those things in their culture which keep them from a personal relationship with God and with one another. ZEFA is one way we seek to fulfill the precept in Hebrews 10:24: “Let us consider how we may spur one another on toward love and good deeds.”

ZEMA used to be known as the Mahon Mission, named after the founder, Rev. Edgar H Mahon. The mission originally only ministered among those churches that related to the founder, Edgar H Mahon. However, after 1970 changes occurred that enabled the missionaries to work among other Zionist churches and church groups as well. In 1980 the Mahon Mission requested help from the Christian Catholic Church in Zion, Illinois. The first missionaries sent from the Christian Catholic Church were Timothy and Luann Kuehl who arrived in 1986. Later Richard and Geraldine Akers joined in 1989. Gregory and Carlene Seghers were also sent out from the Christian Catholic Church in Zion, Illinois in 1993.

An organization was established in 1984 to further help the Zionist churches and church leaders. This organization was originally known as “the Christian Catholic Church in Zion of Africa”. Today this organization is known as Zion Evangelical Fellowship of Africa (ZEFA).

An article in the January – February 1985 edition of the magazine sent out by the Christian Catholic Church in Zion, called Leaves of Healing, describes how a number of amaZioni leaders were invited to attend a Conference held at Ethembeni from the 19th to 21st October 1984. Eighty four leaders attended this Conference representing “a good geographical cross-section of South Africa”. A constitution was accepted and a president was elected with an eight member Executive Council. Rev. Edgar Mahon was appointed as the official representative of the Christian Catholic Church in Zion, the church “headquarters” in Zion, Illinois. This meeting held on 24th October, 1984 was chaired by the Rev. Edgar Mahon who extended a special welcome to the Rev. Roger W Otterson, the General Overseer of the Christian Catholic Church of Zion in Zion and his wife, Mrs. Gayleene Otterson. Rev. and Mrs. Otterson made a number of visits to Zionist churches in southern Africa.

The above mentioned article was written by the Rev. Roger Otterson after his visit to South Africa and Malawi. In the article he poses the question that if the African Independent Churches (referring mainly to the amaZioni) “have made such remarkable progress in the years that there has been little contact with the headquarters church in Zion, why should we now seek a closer tie?” His own reply contains two reasons, namely that the amaZioni churches “recognize the need for being part of a larger Christian Catholic Church in Zion organization and the benefits that will bring” as well as the beneficial results this relationship will have in bringing about a “purer doctrinal beliefs and practices through the study of the This we Believe booklet.” He also refers to the benefit of “helping more of their ministers to get theological training in a Bible institute or seminary.”

This name, “Christian Catholic Church in Zion of Africa” was changed to “Zion Evangelical Fellowship of Africa” (ZEFA) by the Executive Council of the Mahon Churches held on 9th October 1999. This was due to the name change of the Mahon Mission to Zion Evangelical Ministries of Africa (ZEMA). The meeting also “agreed that the Constitution be amended wherever necessary to the new name “Zion Evangelical Fellowship of Africa” with the understanding that the addition of “in affiliation with the Christian Catholic Church in Zion, Illinois, USA” be added to the title when used in correspondence.

This was to encourage the Mahon Churches and other Zionist churches that their relationship with the Christian Catholic Church in Zion, Illinois, USA would not be forgotten. It was also agreed that an “Administrative Officer” be appointed in consultation with the Christian Catholic Church of Zion, so that the relationship between the missionaries and the amaZioni would be “born out of the Christian Catholic Church of Zion”. This individual would assist “Zion Evangelical Fellowship of Africa” (ZEFA) to fulfil its purposes of developing unity and fellowship among and within the churches. ZEFA continues to fulfil its ministry through its Executive Council and an Annual Conference.
One of the benefits that come from ZEFA membership can be seen from the testimony by Rev. Tim Kuehl who began a Zion Evangelical Bible School (ZEBS) in Virginia, Free State Province. He notes that the initial contact for the school came through a recommendation from “one of our ZEFA members to one of the pastors in Virginia who then contacted us in Gauteng. Kuehl explains that ZEFA is, by definition, the medium that connects local amaZioni churches to the ‘founding’ church in the USA.”

ZEFA Annual Conference

ZEFA hosts an Annual Conference to bring together Zionist church leaders who are in membership with ZEFA. Arch-bishops, bishops, pastors and senior church leaders travel from all over the country, from afar as the Eastern Cape, Gauteng and Mpumalanga. Some even travel from Swaziland and Mozambique. The Conference involves Bible teaching time for Fellowship and the Annual Business Meeting.

The 2019 Annual ZEFA Conference was held from the 12-14 October 2019. It was a great time of fellowship with many Zionists from all over southern Africa attending. We praise God for what he is doing among the Zionist churches as they learn and apply the Word of God. Rev Sipho Mfusi was the preacher. We look forward to the 2020 Annual ZEFA Conference which will be held from the 9th to 11th October at Sunbury Christian Camp.

Marriage Officer Training

ZEFA equips pastors to become Marriage Officers by helping them pass the written test that is set forth by the Department of Home Affairs.

Pastors wishing to become registered, legal Marriage Officers need to write an exam and obtain 75% or higher to pass.

Pastors wishing to attend these training have to fulfill the following requirements:
Their church must be a member of ZEFA.
If they are NOT the bishop or senior leader, they need the written permission of their church leader.
They must be able to read AND write either English OR Afrikaans.

CONSTITUTION OF ZION EVANGELICAL FELLOWSHIP OF AFRICA

In affiliation with the Christian Catholic Church in Zion, USA

 

ARTICLE 1 – NAME

The name of this religious Organization shall be ZION EVANGELICAL FELLOWSHIP OF AFRICA

 

ARTICLE 2 – DEFINITIONS

The following words and phrases shall, in this Constitution, have the meanings hereafter assigned to them:

  • MINISTER shall mean one who is deemed as such by a Zion church.
  • DEACON shall mean one who is deemed as such by a Zion church.
  • EVANGELIST shall mean one who is deemed as such by a Zion church.
  • LAY PREACHER shall mean one who is deemed as such by a Zion church.
  • WORKER shall mean any Minister, Deacon, Evangelist or Lay Preacher as defined above.
  • OFFICER shall mean those persons designated as such in terms of clause 7.2
  • ZION CHURCH shall mean a church which considers itself to be in the Zionist tradition
  • ZION CHURCH GROUP shall mean a group of Zion churches under one leadership.
  • EXECUTIVE COUNCIL shall mean the body constituted under clause 7.3.
  • CHRISTIAN CATHOLIC CHURCH IN ZION, USA, shall mean the headquarters of the Zion movement in Zion, USA
  • ORGANIZATION shall mean shall mean Zion Evangelical Fellowship of Africa
  • ZEMA shall mean Zion Evangelical Ministries of Africa, a Missionary Organization working with Zion churches in Africa.

 

ARTICLE 3 – THE PURPOSE

The members of the Organization shall strive to work together, through right and orderly processes to achieve the following purposes:

  • to carry out the Lord Jesus’ command as found in Matthew 28:18, 19;
  • to promote fellowship among groups of like minded peoples; and
  • to train and encourage leaders and to provide pastoral care for them.

 

ARTICLE 4 – NATURE AND STATUS OF THE ORGANIZATION

  • The Organization is an umbrella body consisting of independent Zion churches and Zion Church Groups bonded together voluntarily for the purposes set out in article 3 above.
  • Each Zion Church or Zion Church Group joining this Organization remains autonomous.
  • This Organization is affiliated to the Christian Catholic Church in Zion, USA. This affiliation is for the purpose of helping Zion churches in Africa and America to fellowship and work together for the purposes set out in Article 3 above.

 

 

 

 

ARTICLE 5 – STATEMENT OF FAITH

Words cannot summarize adequately the fullness of the Biblical faith for peoples of all ages and lands. When the grace of God is received into human hearts, however, it becomes impossible to refrain from testifying to His goodness. Many individual and councils have set forth statement expressing their Christian faith in simple form. With deep respect for the Apostle’s Creed, the writing of the Church Fathers, the work of the early Church Councils, the evangelical insights of the Reformers and all reverent Christian scholarship; holding ourselves under the judgment of God’s Word, we make the following affirmation of faith.

 

GOD’S PURPOSE

We live in a world filled with fear, hate, greed and injustice. Yet we joyfully affirm that God created and sustains the world, and that His sovereign purpose is to perfect a universal fellowship in love. Within this purpose God created man in His own image to fulfil his life in trust toward Him and in unselfish service to his neighbour.

 

GOD’S GOOD NEWS

However, man has turned from God and neighbour to serve himself, and is separated from true life in God and with God’s people. In everything, he “seeks his own”. Man cannot escape that pride, immorality and injustice which his sin breeds. But this is our message – the Good News that God “for His great love wherewith He loved us”, has not abandoned man to his sin. In Jesus Christ – in His life, death and resurrection – God has come to us. We see the Son of God coming into the world as a man – Jesus of Nazareth, born of Virgin Mary. He identified Himself with us in our need and died on the cross to save us from our sin. Christ’s death was the victory over Satan and the forces of evil. He has risen triumphantly and ascended to Lordship. In His Second Coming the victory He has won will be openly revealed.

 

GOD’S WITNESS

The Good News impels us to respond with repentance and faith, born into a new relationship with God as members of Christ’s Body, the church. As the Holy Spirit, He abides in us, constraining us to loving service for our fellowman. The Holy Spirit always testifies to us of Christ; therefore, we are bound to the Bible which gives us the Divinely inspired witness of prophet and apostle to Him. Apart from the Bible we would not know Him. For us in the Bible is the norm of faith and life.

 

GOD’S SACRAMENTS (ORDINANCES)

As a worshipping fellowship we proclaim the Gospel of God’s love not only through preaching and teaching, but also through the Christian rites of baptism and the Lord’s Supper. We baptize by triune immersion into the Name of the Triune God – Father, Son and Holy Spirit, and share the Lord’s Supper with all who have received Christ as Saviour and Lord. However, in our observance of the sacraments (ordinances) the inward reality is more significant than the outward form.

 

GOD’S HEALING GRACE

We believe there are infinite resources available in Jesus Christ to restore broken minds and heal sick bodies. So we affirm God’s healing grace.

 

GOD’S KINGDOM

As Christ taught, we pray “Thy Kingdom come. Thy will be done in earth …” Hence we are interested in the advancement of human knowledge and the enrichment of human culture. We desire justice and reconciliation, under God in family life, in social and economic relationships, in national and international concerns, and in all the affairs of men. Above all, however, we are committed to take the Good News of God’s redeeming love to men everywhere. Yes, our hope is in God and not in our own achievements. The destiny of each person and the outcome of human history is in His hands as Judge and Redeemer. So we work on, eagerly awaiting Christ’s Coming, His Kingdom and the life of eternal fellowship with God and His people.

 

ARTICLE 6 – MEMBERSHIP

 

  • COMPOSITION OF MEMBERSHIP

The Organization shall comprise

  • all Zion Churches and Zion Church Groups presently in membership with the Organization
  • such Zion Churches and Zion Church Groups as shall in future be admitted, in terms of this Constitution.

 

  • ADMISSION TO MEMBERSHIP
    • Zion Churches and Zion Church Groups which meet the following criteria may be admitted to membership. They must:
      • Hold to the Statement of Faith set out in Clause 5;
      • Have an adequate and stable leadership; and
      • Have a leadership which has adequate theological training. Where the leaders do not have such training they will be required to pass the study course of the book “This We Believe” or satisfactorily complete at least one year of training at the Zion Evangelical Bible School.
    • Application submitted on the official application form from Zion Churches and Zion Church Groups shall be considered by the Executive Council, using the above criteria.

 

  • TERMINATION OF MEMBERSHIP

In the event of a Church or Church Group no longer holding to the above Statement of Faith or ceasing to qualify in terms of clause 6.2, or acting in a manner considered by the Executive Council to be prejudicial to the Organization, or failing to send a representative to the Annual Conference for four consecutive years, membership may be revoked or suspended by the Executive Council after careful consideration.

 

ARTICLE 7 – ADMINISTRATION

 

  • METHOD OF FUNTIONING

The Organization shall function through its Annual Business Meeting. The Executive Council shall be responsible for carrying out the decisions of the Annual Business Meeting and shall carry out such functions as are delegated to it by this Constitution.

 

  • OFFICERS

The Officers of this Organization shall be: 1. Administrative Officer; 2. President; 3. Vice President; 4. Secretary

 

  • QUALIFICATIONS OF OFFICERS
    • Persons of member churches possessing the qualifications mentioned in I Timothy 3:1-15; Titus 1:5 -9 and Acts 6:2-6 shall be eligible as Officers of this Organization
    • Officers of this Organization shall be consecrated to God and their work by prayer and the laying on of hands

 

  • APPOINTMENT OF OFFICERS
    • THE ADMINISTRATIVE OFFICER

The Administrative Officer shall be elected for a term of three years by the Annual Missionary Conference of ZEMA. The name of the elected person will be submitted to the Christian Catholic Church in Zion, USA for approval. The present officer shall be eligible for re-election.

 

  • PRESIDENT AND VICE PRESIDENT

The President and Vice President shall be elected every three years by a two thirds majority vote of the Annual Business Meeting and shall hold office for three years. Present Officers shall be eligible for re-election.

 

  • SECRETARY AND ASSISTANT SECRETARY

The Secretary and Assistant Secretary shall be elected annually by the Executive Council from among its members. Present officers shall be eligible for re-election.

 

  • DUTIES OF OFFICERS
    • ADMINISTRATIVE OFFICER

The Administrative Officer shall be a member of the Executive Council and shall handle the administration of the Organization. He shall act as the official liaison between this Organization and its members and the Christian Catholic Church in Zion, USA.

 

  • THE PRESIDENT

The President shall be the Chairman of the Executive Council and of the Annual Business Meeting. During his term of office he shall be expected to visit and encourage the Churches wherever he is invited.

 

  • DISMISSAL OF OFFICERS

Should any Officer of the Organization become guilty of conduct unbecoming to a Minister of our Lord Jesus Christ or should his ministry be no longer conducive to the conversion of sinners and the building up of God’s people, the Executive Council shall have the right to suspend such Officer.

 

  • FILLING OF VACANCIES

If an elected Officer of the Organization refuses to act, resigns, dies, is suspended, or ceases to be a member of a church of the Organization, his office shall be vacant and such vacancy shall be filled as is laid down in Clause 7.2.2.

 

  • EXECUTIVE COUNCIL
    • the Executive Council shall consist of nine members, namely: the Administrative Officer, the President, the Vice President and six other members of the Organization chosen by ballot at the Annual Business Meeting.
    • The Executive Council shall hold a meeting at the time of the Annual Business Meeting. The Administrative Officer shall have the right to call an Executive Council meeting at any time or place.
    • Vacancies through death, resignation, suspension, or failure to fulfil the obligations of a member of the Executive Council, shall be filled by a majority vote of the Annual business Meeting.
    • The sole Court of Appeal for any matter in dispute which cannot be resolved by the Executive Council shall be the Administrative Council of the Christian Catholic Church in Zion, USA.
    • Five members shall constitute a quorum of the Executive Council.
    • Any Member of the Executive Council who fails to attend sessions, is disloyal to the Organization, or is guilty of conduct improper to the Body of our Lord Jesus Christ, shall be required to resign by a majority vote of the Council.
    • The members of the Executive Council shall be elected every three years. The Administrative Officer shall appoint a nominating Committee consisting of two members of the Executive Council who will nominate members (including themselves) of the Annual Business Meeting for election to the Executive Council. Present members shall be eligible for re-election.
    • All Officers and Executive Council members shall take office immediately following the meeting at which they were elected.

 

  • ANNUAL BUSINESS MEETING
    • the Annual Business Meeting shall be held during the Annual Conference.
    • All Workers from member churches and church groups from the rank of Lay Preacher upward shall be entitled to vote.
    • The wives of the Ministers and Evangelists are entitled to attend and vote at he Annual Business Meeting
    • The purpose of the Annual Business Meeting is to elect the Officers mentioned in Clause 7.2.2 and the Executive Council Members mentioned in Clause 7.3.1., to discuss matters relevant to the implementation of the purposes of this Organization.
    • The Administrative Officer, in consultation with the President shall call the Annual Business Meeting.
    • The Administrative Officer shall have the right to call a Special Business Meeting at any time or any place.

 

  • THE ANNUAL CONFERENCE
    • The Annual Conference is a meeting of fellowship, spiritual upliftment and mutual encouragement
    • The Administrative Officer shall have the right, in consultation with the Executive Council to call the Annual Conference

 

ARTICLE 8 – PROPERTY

  • AUTHORITY AND POWERS
    • Zion Evangelical Fellowship of Africa shall have power to acquire, purchase, hire, mortgage, sell or otherwise deal with any movable or immovable property.
    • This Organization shall have power to open, operate and close banking and deposit accounts, make loans or take up loans from Institutions or persons.
    • Decisions to undertake such transactions shall be made by the Executive Council at a duly constituted meeting

 

  • TRUSTEES
    • All immovable property of the Organization shall be registered in the name of the Trustees of the Organization.
    • The Administrative Officer and the President, for the time being, shall be the Trustees of Zion Africa Evangelical Fellowship of Africa, and shall sign all documents of behalf of that Organization on the instruction of the Executive Council.

 

ARTICLE 9 – INDEMNITY

The Officers of Zion Africa Evangelical Fellowship of Africa shall be indemnified against the actions of the Organization. They may not individually or as a body be held responsible for the actions of the Organization.

 

ARTICLE 10 – DISSOLUTION

  • the dissolution of the Organization may be affected by two-thirds majority vote of members present at an Annual Business Meeting.
  • In the event of such dissolution, the Executive Council is hereby empowered to take the necessary steps to wind up the affairs of the Organization, and in particular to transfer all immovable property and other assets in due and proper form to the Christian Catholic Church in Zion, USA or to such body which they deem will carry out the purposes as set out in Clause 3.

 

ARTICLE 11 – AMENDMENTS TO THE CONSTITUTION

 

This constitution may be amended by a three-fourths vote of the Annual Business Meeting and a three fourths vote of the Executive Council. Such amendments shall need the approval of the Administrative Council of the Christian Catholic Church in Zion, USA, before becoming effective.
